Then the solution to the Highland Problem was to induce the movement of labour out of\, and not the movement of capital into\, the region. Today\, there is forecast £110 bn of investment over the next thirty years\, the Highland Problem looks somewhat different. \nToday’s communities struggle to recruit and retain key workers and services. Long established sectors restrict growth because they can’t recruit. The renewables sector\, critical to Scotland’s future economic fortunes\, could bring thousands of highly skilled long-term jobs and workers to the Highlands and Islands. But\, has nowhere to house them. \nIf we want our communities to benefit from this massive transformation\, we must ensure new people come\, and these new people bring their families and stay. So how do we make sure we build the right houses\, in the right places\, in the right timescales? \nThe Speaker \nAilsa Raeburn is Chair Community Land Scotland\, the national organisation that speaks on behalf of and advocates for community landownership and land reform. She also sits on the Boards of Highlands and Islands Enterprise and Crown Estate Scotland. \nAilsa is passionate about supporting communities to become more resilient and sustainable through the ownership of local land\, buildings and natural resources. This includes access to affordable and accessible housing for families and working age people which in many parts of the Highlands and Islands is severely constraining economic and community growth.

Alan is a chartered building surveyor with 34 years’ experience within the building standards system in Scotland having previously worked for Glasgow City Council and South Lanarkshire Council. Alan also provides technical support to Local Authority Building Standards Scotland\, this includes providing advice and guidance to Local Authorities and other stakeholders on technical and procedural building standards related matters. \nTopic: \nAlan will provide an update on the Building Standards Hub Pilot programme\, its aims\, and objectives\, and how it will seek to support verifiers and wider industry stakeholders\, with a focus on the interests of CIOB members. The Caledonian Canal will be dammed and drained and this visit gives us a unique opportunity to see this major construction project in action\, including this rare chance to see significant works to a Scheduled Monument and hear from The Highland Council and their contractors RJ MacLeod. This site visit is rooted in the forward planning of this part of the city through the Local Development Plan and follows on from previous site visits to Stage 1 of the West Link Project and last year’s Chapter study tour. SUMMARY:Marine Spatial Challenge CPD Event 2019
DESCRIPTION:Scotland is forward thinking and fast moving when it comes to Marine Spatial Planning\, recognising the need for implementation as well has being home to many experts in environmental based management. The MSP Challenge board game is a tool which has been used in several MSP stakeholder engagement activities in recent years. It is a table top strategy game. Workshops can be developed based on the needs of a specific project and realities of a particular sea basin. The game is very easy to understand and has mostly been used as a low technology  approach to raise awareness about MSP. \nThis event will give planners the opportunity to engage in and be familiarised with the process of Marine Spatial Planning as well as learn about the different efforts\, Acts/Bills\, projects and progress happening all over Scotland. Discussing the 11 Marine Regions and what this means for planners will proved a platform for communication with experts and practitioners that will hopefully be sustained after the event.

DESCRIPTION:The Annual ‘Professor James Attwood Memorial Lecture’ will be given this year by Ms Joan MacNaughton\, Chair of the Climate Change Group and of the Energy Coalition of Europe \nThe lecture will focus on the controversial issue of  ‘Climate Change’.  The topic is Climate change – is it too late to stop Armageddon?. \nThe evening will be hosted this year by CPDC Member the Energy Institute. \nThe evening will commence at 1900 hours with a finger buffet\, before the lecture commences. There will also be an opportunity to ask questions after the Lecture. SUMMARY:ICE-Dochfour Weir Repairs & Smart Canals
DESCRIPTION:Andrew Ross\,  Project Manager for the Dochfour Weir Project\nPeter Robinson\, Head of Engineering\, Scottish Canals\nThis talk will address the recent refurbishment of the historic Dochfour Weir constructed by Thomas Telford between 1825 and 1830 and will also present on the future of smart canals. \nOver the course of the eight month project\, engineers utilised more than 1\,000 tonnes of rock to construct a temporary access road; a helicopter to install a temporary ‘fish pass’ to retain the link between the River Ness and the mouth of Loch Dochfour; and over 800 tonnes of steel to reinforce the weir. The steel driven into the banks of the weir  will ensure the vital historic structure endures for another hundred years. \n

DESCRIPTION:Site Visit – Inverness Justice Centre\, Longman Road\, Inverness (Next to old Inverness College Site). \nClient – Scottish Courts and Tribunal Service; Value – £24m; Opening  – Autumn 2019; \nContractor – Robertson Northern; \nThe justice centre will have six new courtrooms that will incorporate the very latest digital technologies to simplify and enhance the experience for all users of the justice system. Separate and discrete areas will be created for jurors\, witnesses and the local faculty. Facilities for video links and recording of evidence for children and vulnerable witnesses are included. Within the court complex\, criminal courts are located on the first floor and civil courts and tribunal spaces on the ground floor\, segregating building users. \nConstruction floor area amounts to approximately 6500m2 over 3 storeys using concrete frame\, precast concrete cladding and curtain walling. \nThe visit will consist of a presentation in the site offices hosted by the Project Managers\, followed by an accompanied tour of the site. Visitors will require to bring Safety Helmet\, Safety Footwear and Hi-Vis Vest. The Commission seeks to create a Scotland where everybody benefits from the ownership\, management and importantly for planners\, the use of the nation’s land and buildings. \nHead of Policy and Research Shona Glenn will give an insight on the Commission’s work in relation to land use planning and discuss the contribution that can be made by planners in furthering land reform.
